Vice President of Strategic Partnerships and Policy, Roger Limoges brings two decades of strategy and advocacy experience to the Global Network for Zero. His role consists of building connections with organizations, developing policy platforms to support the Network’s needs, and supporting overall program execution.

Roger is a people person, known for forming powerful professional connections that drive policy change and build the foundation for campaigns. He is a highly-effective spokesperson with both written and spoken word, and has extensive leadership experience articulating new frameworks, policies and initiatives. He is a revered strategic communicator for both technical and layperson audiences, with a history of briefing and guiding business leaders and executives. 

An advocate for a better planet, Roger was drawn to the mission of The Global Network for Zero. He has spearheaded several change-making campaigns and convened public discourse around the biggest issues of our time, including sustainability, reproductive healthcare, church-state separation and campaign finance. 

Before joining The Global Network for Zero, Roger was a senior vice president at the U.S. Green Building Council, where he advanced the organization’s building systems ratings programming and executive communications. During his time at USGBC, Roger also served as the organization's first chief of staff and first director of state and local advocacy, leading a dynamic team of government affairs professionals in support of USGBC’s mission and LEED policy adoption. He spearheaded numerous research projects that formed the basis of the latest version of the company’s flagship platform. 

One of Roger’s proudest moments was serving as the project manager for design, land acquisition, and construction of the for LEED Platinum certification the children’s center in Port-au-Prince, Haiti. The center, which treats severely malnourished and HIV-positive children, became the first building in Haiti to earn the sustainability distinction. Through his work, Roger also served as the first non-Hatian Chairperson of the Board of Directors of Fondation Enfant Jesus, a non-denominational nonprofit working to break the cycle of poverty through sustainable development.

Roger has a master’s degree in political management from George Washington University and a bachelor’s degree in political science from Bridgewater State University.
